Taking efficient action against attempts to breach Hungary’s cyber and physical security has gained significant value in the current war situation, and the Military National Security Service (MNSS) has a key role in it. In the interest of the MNSS being able to participate with due weight in this task, an organizational transformation was needed.

Accordingly, as of 1 May 2023, a State Secretary has been appointed in the framework of the Ministry of Defence to control the workings of the Military National Security Service (MNSS).

The transformation further strengthens the main objectives of the Service, the support of political and military decision-making and the capability of asserting national interests, as well as ensuring the lawful workings of the Ministry of Defence and the Hungarian Defence Forces.

Based on the recommendation made by Defence Minister Kristóf Szalay-Bobrovniczky, and acting on Prime Minister Viktor Orbán’s proposal, President of Hungary Katalin Novák has appointed Zsolt Barthel-Rúzsa State Secretary for the workings of the Military National Security Service.

Zsolt Barthel-Rúzsa has decade-long experience as political analyst and advisor. Between 1 June 2022 and 31 March 2023, he was Cabinet Chief at the Ministry of Defence.
