“NATO’s military thinking, concepts, doctrines and manuals must reflect the challenges of the continuously changing security environment. In recent times, the types of military conflicts have expanded, and their characteristics have been transformed significantly. In order to be able to effectively adapt to the changes of operational environments, we must modernize research and development, innovation, doctrine development as well as the systems of training and education” – said Colonel Ákos Tajti, Commander, HDF Transformation Command.

In cooperation with Allied Command Transformation (ACT) and the NATO Standardization Office (NSO), the HDF Transformation Command organizes the ninth edition of the NATO Allied Joint Doctrine Development Course between 4–7 November 2025.

The course – which is organized in Budapest on two occasions every year – is currently the only form of education in NATO that trains doctrine custodians and developers. The four-day course is being attended by 37 foreign students from 17 nations and five NATO organizations. This time, the Hungarian Defence Forces are being represented by two students.

In his opening speech, Colonel Ákos Tajti, Commander, HDF Transformation Command highlighted the importance of doctrine development at the Alliance and the national levels, pointing out that the global security environment and the new operational domains and procedures require NATO to be able to quickly and flexibly adapt to radical changes.

The courses organized so far have been attended by some 170 foreign and 20 Hungarian doctrine developer experts. Currently the course is in the process of acquiring NATO accreditation. This process is expected to be completed in 2026, and will result in the NATO Allied Joint Doctrine Development Course being granted the NATO SELECTED accreditation. The benefit of the course lies in providing practical knowledge for experts participating in NATO-level doctrine development and also for experts at national doctrine development centers.
